Central Florida Elevator Code Updates: What Property Managers Should Know in 2025

Property managers across Central Florida face heightened responsibilities in 2025 as new elevator safety regulations take full effect. These changes—rooted in updates to the Florida Elevator Safety Act, enforcement by the Department of Business and Professional Regulation (DBPR), and the mandatory adoption of ASME A17.3-2015—require attention, action, and compliance.

This article breaks down the key updates, timelines, and responsibilities for CAMs, HOAs, and facility managers who oversee vertical transportation systems in both commercial and residential properties.

Understanding Florida Elevator Code 2025

As of August 12, 2025, all elevators in Florida must comply with enhanced safety requirements established by the Florida Building Code and enforced by the DBPR Division of Hotels and Restaurants, Bureau of Elevator Safety. These changes align Florida with national safety standards found in ASME A17.3-2015, which focuses on the operation and maintenance of existing elevators.

Key Requirement: Door Lock Monitoring Systems

The most urgent requirement is the installation of Door Lock Monitoring (DLM) systems on automatic passenger elevators. As stated by the DBPR:

“All conveyances with automatic operation must have a means to monitor the closed and locked condition of the landing and car doors before the elevator can be operated in the up or down direction.” — DBPR Guidance, as of August 12, 2025.

These systems are designed to prevent elevators from moving while doors are ajar or improperly secured.

Deadline for Compliance: August 1, 2025.

There is no grandfathering clause for older elevators—non-compliant elevators may be shut down or cited after this deadline.

Who This Affects

These code changes apply to:

  • Condominiums

  • Commercial properties

  • Assisted living facilities

  • Medical offices

  • Government and educational buildings

  • Churches and houses of worship

If your building has automatic elevators and has not yet retrofitted DLM systems, the time to act is now.

What CAMs and Property Managers Need to Do

1. Schedule a Code Compliance Evaluation

Have your current elevator systems evaluated by a licensed Florida elevator contractor. Rize Elevator performs full code-readiness assessments to identify vulnerabilities before state inspection.

2. Plan for Upgrades

If your system lacks a DLM or needs controller upgrades, don’t wait until July. Vendor schedules and part availability will tighten as the deadline nears.

3. Coordinate With 3rd-Party Inspectors

Even if your elevator is regularly maintained, it still must pass inspection under the new interpretation of ASME A17.3. Rize Elevator works in tandem with your contracted third-party inspector to ensure all modifications are signed off in time.

4. Educate Your Board or Building Owners

Use this article or DBPR documentation to explain the legal and safety consequences of non-compliance to stakeholders. Link to DBPR source.

Beyond DLM: Other 2025 Elevator Safety Priorities

While DLM is the focus of this year’s code changes, ASME A17.3 and the Florida Building Code call for additional phased safety improvements in the coming years:

  • Emergency brake system monitoring (due 2027–2028)

  • Cab lighting and communication system upgrades

  • Revisions to emergency egress protocols

Forward-thinking property managers should plan multi-year upgrade timelines and budget allocations to remain ahead of future changes.
